Back to Urban Operations

Infractions follow activity, not residents

The records look more like a map of businesses than of residents.

The city in use · What kind of city is at work when each offense occurs?

AGEB → MunicipalityUrban OperationsChange over time

Nine years of administrative offenses recorded in San Pedro Garza García: their geography resembles the city in use more than the city where people live, and it changes with the hour, where people come from and enforcement operations.

01

The problem

The city doesn’t change only from one neighborhood to the next. It changes with who is there, what activity takes place, what time it is and how the government steps in.

Does the geography of Civic Justice look more like the city that lives in San Pedro, or the city that uses San Pedro?

What we found

  • Incidents follow activity, not population

By AGEB, records are more closely related to economic activity (correlation of 0.70) than to resident population (0.50).

  • Fights are concentrated near bars

29% of fights from 2015 to 2019 occurred within 250 m of a bar or nightclub, versus 9% of other offenses; at night, 37%. From 2020 to 2023, 60% of nighttime fights involving non-residents.

  • Records depend on when enforcement operations take place

On days with sobriety checkpoints, an average of 3.72 drunk-driving arrests are recorded, versus 0.67 on days without them.

  • Where incidents are most frequent, there are no service requests

Nighttime mobility corridors concentrate incidents but not service requests: AGEB 0399 totals 608 incidents, 83% at night, and no street lighting requests.

  • Almost no one requests services in those corridors

Street Cleaning receives 14 requests per thousand residents there, the lowest figure of any territory type.

See it on the map

It moves from the city that lives there to the city that works, the one that receives visitors, the one that changes at night and the one the government watches, all the way to the types of territory.

What we recommend

Inspect street lighting and cleaning in the nighttime corridors proactively, without waiting for reports, starting with AGEBs 0399, 0098 and 0079.

Safety and services should be coordinated around the city used at night, not the one that files reports by day.
