Half of Bogotá is already at the base height
What POT 555 allows against what is built, lot by lot.
Can the Zoning Actually Be Built? · Bogotá · Can Bogotá’s zoning actually be built?
Half of Bogotá’s built lots are already at the base height of POT 555. What remains is large, 126 million m², but spread over small lots, and the additional stories the map offers can almost never be used without assembling lots.

The problem
A plan can allow a great deal and still change nothing if what it allows does not fit on the lots that exist. In Bogotá the cadastre records the stories of each building: what is allowed can be compared with what is built, lot by lot.
What we found
Almost half of the lots already have the base height set by zoning
46.7% of built lots have as many stories as the POT base height, or more. The median number of stories missing to reach the base is 1: the room to grow over what exists is smaller than the height map suggests.
Using the additional stories almost always requires joining lots
In the zones where the POT sets a height range, the stories above the base require lots with 14 m of frontage or, for the maximum, 24 m of frontage and 1,200 m² of area. Only 40.5% of lots meet the first condition and 12.2% the second. That is why 35.9% of the m² the map offers cannot be built lot by lot: it requires lot assembly.
In comprehensive upgrading neighborhoods, lots are too small for the maximum height
In these zones the median lot measures 72 m² with 8 m of frontage. 87.2% are large enough for 3 stories, but only 1.7% for 12. In addition, 15.6% already have 4 stories or more.
Zoning does not steer growth toward where services are
The m² that zoning allows and that have not yet been built are spread almost evenly across proximity levels: 22.1% in the quintile with the least and 18.7% in the quintile with the most. The POT does not concentrate the capacity to grow where everyday life is close.
What remains to be built is more than half of what exists
On the current footprint, the base height would allow 126 million additional m², 55% of the 230 million m² already built on those lots. Where the map allows 4 or 5 floors, only 18% and 10% of lots reach them; where it allows 3, 55%.
More construction above the map than in Cancún
55,063 lots, 13.6% of those built in consolidation and conservation areas, exceed the map’s maximum height; in 85% of them by a single floor. Many may predate the 2021 Land Use Plan.
In integral-improvement areas the lot allows one seventh of what is offered
Under the table in article 340, what lot sizes allow to be built amounts to 14% of what reaching 12 floors would offer.

What we recommend
Before adding floors to the map, scale the rules by lot size and make lot assembly easier where the article 310 range offers height that no single lot can use. In integral-improvement areas, support lot-by-lot growth with technical and structural assistance.
Raising heights on the map does not guarantee more housing: where the lot is the constraint, the answer lies in the lot.
