The problem

A record of injured people with locations makes it possible to move from the annual total to the streets and places to improve, and to who each improvement protects.

02

What we found

  • A few avenues concentrate the serious injuries

The plan’s main roads are 18% of the kilometers and account for 67% of people seriously injured or killed. Departmental arterials and national urban roads have 11 to 14 injured people per kilometer; local streets, 0.8.

  • Motorcycles concentrate the harm

People on motorcycles are 50% of the injured and 61% of those seriously injured or killed. A road-safety plan for Montevideo is, to a large extent, a plan for people who ride motorcycles.

  • People on foot die more often

Pedestrians are 14% of the injured and 27% of those killed. The places with the most injured pedestrians are on Av. Agraciada, Av. Garzón, 18 de Julio and Bulevar Artigas.

  • Crashes repeat in the same places

Of 3,247 crash locations, 693 have three or more. Those with the most seriously injured people are on Av. Dr. Santín Carlos Rossi, Av. de las Instrucciones, Av. José Pedro Varela and Av. Garzón.

  • Afternoons concentrate injuries

    Between 4 and 7 p.m., 24% of the year’s injuries occurred; the busiest hour was 5 to 6 p.m., with 649.

  • One in five serious cases is a pedestrian

Pedestrians are 14% of the people injured, 20.5% of those seriously injured or killed and 26.8% of those killed.

  • Aguada and Mercado Modelo double the city rate

Montevideo has 61 people injured per 10,000 residents; in Aguada the figure is 139 and in Mercado Modelo y Bolívar, 126.

What we recommend

Focus road safety on the Plan’s hierarchical roads, with speed control and intersection design built around motorcycles, and safe crossings on Agraciada, Garzón, 18 de Julio and Bulevar Artigas.

A few avenues, motorcycles and pedestrians concentrate the harm: that is where a road-safety plan can prevent it.
